It's not pronounced "Say Sah Kay Ah Dee!" at all; it's more like "say suh kel a dee." When said all together, it's more like "say s'kella dee." Where did you get the idea that the L's in "quelle" are silent? Or that "ce" sounds like "say?" Back to French 101 for you!
